Overview
The overarching reform in the Electricity sector culminated into the enactment of a new law in the year 2003. After repealing related laws, the Electricity Act, 2003 ushered a new era of reform in the sector by opening up the market for the private players and creating an autonomous regulatory body which has been entrusted with the responsibility to promote the sector and bring in efficiency by furthering the interest of the consumer. It has also established a specialized tribunal to adjudicate the disputes related to the electricity sector. The law introduced multi-buyer model in place of single-buyer model to increase competitiveness amongst the stakeholders. Beside the discussion on the above mentioned areas, the course will highlight the issues of renewables and related provisions in the law.INTENDED AUDIENCE : Students of Law; Electrical Engineering, Energy ScienceINDUSTRY SUPPORT : Industries related to Power Sector

Week 1 : Introduction of the Electricity Law; Constitutional Design; Brief Description of Pre-2003 Act and Post - 2003 Act
Week 2 : Energy Security and Energy Mix and the Role of the Electricity Act; Relevance of National Electricity and Tariff Policies.
Week 3 : De-licensing of Generation and Captive Power Plant
Week 4 : Transmission and Load Dispatch Centre
Week 5 : Open Access and Tariff
Week 6 : Trading of Electricity and Trading Market
Week 7 : Distribution and Universal Service Obligation
Week 8 : Interest of Consumer and Redressal of the Grievances;
Week 9 : Renewable Energy and 2003 Act including Renewable Purchase Obligations; Net and Gross Metering.
