HTML is based on tags. You write HTML content inside tags. Tags tell the browser how to display the content on the screen. HTML is not a programming language because it doesn't have any logic (conditionals or loops). It is a markup language.

You can think of HTML as a skeleton for your website. After writing the markup (skeleton) for your website, you can style your website using CSS to make it look the way you want it to look.
